No, years into the released game it was still a thing. A bugged thing. But a thing. I have the skill trained to 3. :-) Black Market Trading is a relic from beta that CCP never did anything with and hence it was deprecated when they "normalized" the character creation process and made every race equal.
The racial specific skills never worked and they never will.
